Windows Phone 8.1 Update started rolling out a few days back. Some users have got it, but some users haven’t. But if you enrolled in to the Windows Phone Developer Programme, you will be receiving a New update today. This is the Windows Phone 8.1 Update 1; Yes, Just like on Windows for the PC.
The New Update enables Cortana in more countries, brings folders support (Quick Folder) on the Start screen, new Store live tile, better messages management, etc.

The Windows Phone 8.1 Update 1 for developers is available now for download to anyone running on any Windows Phone 8.1 version and who has subscribed to the Preview channel.
As for the regular users, they will be getting WP 8.1 Update 1 in the upcoming months after it’s bugs are ironed out and it’s finalized. If you are impatient to get it, enroll for the Windows Phone Developer Program here.
